If I recall correctly there was a smaller version of GT5 / Prologue for the PSP, you could connect your PSP to your PS3 and download your garage or something along those lines.  Because of the way the PSP version was made the cars were transferred as Standard cars, so there are some Premium cars that have Standard dopplegangers that are a throwback to the PSP version.

So far I've seen the TVR Tuscan and Tamora, Chevy Camaro Z28 and Mercedes 300 SL showing available as standard cars in the OCD (and have brought them with both my accounts).  I think there are others but I don't know what they are (could probably search GTPlanet or google to find out), I do recall hearing rumours of a standard Ferrari Enzo at one point though.

Yes, thanks to GTPSP there are standard versions of the Enzo, the F2007, Mazda 787B and probably a few others.  They are usable in arcade mode but I've never heard of any one acquiring them by ticket or through the UCD. I think as it stands the only way to get them into your garage is for PD to put them in the OCD or find a way to cheat.

The Furai and Audi R8 (GT version not the prototype) are also carry overs from GTPSP.

they've only recently started showing up in the OCD, but had been in the game all along.  Some found them in the UCD, but because most people never did find them, I think PD put them in the OCD to give people just a few more cars to collect in case they thought they had them all.

Is PD raising the maximum car limit as these cars get added?

Seriously? Is this a rhetorical question?

(As I understand it, these cars have existed all along, but are hard to find in standard form)

Not really, but if the number is capped and someone adds more cars or accessories, DLC or not, then room has to be made somehow.

honestly, i don't think anyone really needs more cars we need more tracks... what ever happened to midfield, apricot hill, red rock valley, R11 , etc ?? not to mention the real world tracks that could be added. :-\

None of the cars interest me, but I will still get them.  What if one of our RaceTuna Co-ordinators setup a TuTu or TGIFT with one?  I wouldnt want to be left out because of my stubbornness at PD.

Don't worry. TuTu won't be running them, because I won't be buying them. I try to cast as wide a net as possible, so DLC usually doesn't make the cut - although one of the TCs and maybe one of the Academy cars are in the near future...

For those who are collecting them, it is a good Idea to snag 'em out of the OCD.  The '69 Z28 Camaro STD version cannot be modified , nor can it get any aero parts. Neither can the 300 SL MB.  BUT, the wheels CAN be changed on the STD 300SL Benz and some of them (wheels) look really nice on the Both STD cars.
