I've found that at any of the tracks that have a day/night cycle, the game defaults to "lights on" and you have to manually turn them off.

Also, as it was in "5" too, anything with "Nurburgring" in the track name defaults to brights on.  I think it might be a requirement there IRL they are trying to duplicate?
